Travelling with Minors to the Philippines


We wish to remind all Australian citizens that the Bureau of Immigration and Deportation of the Philippines (BID) has a directive in place which relates to foreign nationals traveling to the Philippines with minors who are not their children.

The directive applies to Australian citizens, and requires that all the requirements for a Waiver of Exclusion be obtained prior to departure to the Philippines.

What is the Waiver of Exclusion?
This Waiver is a requirement that must be obtained from immigration officers upon arrival in the Philippines. Without this waiver, the child and accompanying person may be denied passage to the Philippines and/or be stopped upon arrival and the passport of the child withheld by the immigration officer until the requirements are met.

What are the requirements?
Children under the age of 15 years, unaccompanied by a parent or not coming to a parent, shall not be admitted into the country except upon discretion of the immigration supervisor, which he/she shall do so only after submission to him of the original or certified true copy of the following requirements:

A letter request made under oath by either parent or legally appointed guardian for the issuance of the Waiver of Exclusion in favour of the child. If the legally appointed guardian is giving consent, the court order appointing the guardian should be provided to the BID.
